Columbia finds a way to spend "surplus" tax money it took from payers

The city of Columbia is spending nearly $4 million on parks this year, in collected tax funds it calls surplus.
 According to a newspaper report: "Council accumulated the money from surpluses in the city’s General Fund."
“This is all the unassigned" surplus said a government employ for the city.
City council "spent what was available to spend,” the employee said of the unassigned surplus council is finding a way to spend.
"We still have (about $11 million) in the emergency reserve ... a rainy-day fund,” she said.
There are also reports that Columbia's mayor is working with people looking for deals with the city, and dubious dealings with a $58 million-a-year sales tax increase in Richland County.
I wonder if council ever thought of giving the surplus back to the people they took it from?
