Who is the controlling legal authority in West Columbia?

West Columbia Mayor Joe Owens. 
A bombshell audit of internal practices of the City of  West Columbia's administration and elected officials dropped, today.
Claims of ticket-fixing, intimidation of employees, favoritism and failing to follow the city's ordinances were allegedly uncovered by an independent investigator.
Are there legal ramifications involved? Did Mayor Joe Owens break any laws?
Or is the audit just meant by Owen's opponents to be a reminder to voters that it's not a good idea to install a strong-mayor system of government? Voters go to the polls on Sept. 30, to decide if West Columbia will give Owens, and any other mayor after, more power.
After this audit accusing Owens of really crude behavior, what are the chances voters go for a strong mayor?
And if there is any chance to prosecute, who does it? Does SLED now  have the authority (and obligation) to begin looking.
And remember Danny Frazier, of the famous audio video poker recording worked for West Columbia before he was caught.
