Ethics reform and roads; a priority for the SC GOP, or just lip service to the media?

and roads strategy, when rejecting Democrat
imposition is the true plan in an election year? 
What did we learn after S.C. House Republicans gathered in Myrtle Beach Friday and Saturday to talk about the upcoming legislative session?
According to House Speaker Bobby Harrell’s spokesman, Greg Foster, ethics reform, roads and infrastructure will be a priority next year.
His comments were reported in The State newspaper.
Foster said one thing, but did he tell everything? Did House Republicans reveal their true strategy?
Is the House really concerned about “ethics reform?” Or is that a media and Democrat issue that just does not resonate with voters.
Sure, you can always be more ethical, but “ethics” seems to be the “cause-du-jour” because the Democrat challenger to Gov. Nikki Haley is trying to implicate her, using ethics as a weapon.
And across the country, Democrats are using the courts to take out Republicans they cannot defeat at the ballot box. "Ethics" is a form of equalizer for Democrats, rejected by the voters.  
The GOP is likely just paying lip service to the media talking about ethics reform. It's an issue that is not flying for the Democrats and the media that is pushing it.
Foster also said fixing roads is a big issue.
But do “roads” really mean “traffic?” Like the colossal traffic jams in Lexington – and other booming boroughs - everyday?
Foster told The State that legislators would try to use “already-existing” funds for roads. Democrats, and some misguided Republicans talk a lot about new revenue sources, namely a new gas tax.
A gas tax will be a difficult plug-in to sell in the miserable Obama-conomy. Gas has cost at least about a $1.50 more a gallon than it was for almost all of the Bush Administration years. And household income has steadily declined under Obama. So a gas tax is political suicide.
The GOP's best move is to oppose any imposition from the federal government, and be loud about it. Obamacare taxes for inferior coverage, Common Core and illegal immigration are the best issues for the GOP to embrace in an election year.
That said: you can't blame the GOP for not telling the establishment media their plan.
